Usually this a a router configuration issue.  DCC is trying to use ports  
that the router typically will block.  If you ope up the ports, DCC will  
work.  GTIRC will not let you select the DCC ports, so you need to open up  
a large range.  
 
I open them up when I need to DCC and close them back up afterwards.
