I liked Sheridan's suggestion of the IP camera. I had never heard of them
before, but they looked pretty impressive. May be just what you need.
Perhaps attached to some software that will let you know when the image
changes.

May be this would work (*I* couldn't write the utility that might do this,
but I know that you can):

IP camera grabbing images at 1 per every 2 seconds. Have Mesa live feed
grab the shots. Use any one of number of file compare utilities to
compare the latest shot with the previous one. If no change, continue on
as before. If a change occurs, tell IP camera to increase frequency to
whatever you want. Perhaps have a screen popup or e-mail sent notifying
you of the activity. (Netlook can do this when a website changes, so it
may be able to replace some or all of the above). When the image
comparison no longer shows a change, revert back to original frequency.
