Update:  
 
I finally managed to go through the reference material suggested by both Harry  
and Tom.  The "srvhidden" value was already properly set.  I went through the  
WarpDoctor article (interesting reading, incidentally) but nothing there  
resolved the issue -- my Dragon was still invisible to the other two OS/2  
systems on my peer network.

was the one that finally resolved things for me.  Once I created accounts for  
the two older systems on the Dragon, it immediately became visible on both  
systems.  I'm sure that I knew that was a necessary step, but the last time I  
did this was in 1998 and time has a habit of clearing out dusty details.
