I believe that your sequence may be wrong.
I used a different and got the following result:

WS222 ** TEO >> C:\ > dir os2.ini /s

The volume label in drive C is WS222C2_OS2.
The Volume Serial Number is 690F:3C15.

Directory of C:\OS2

1.03.04 14.24 1'256'929 0 as-r OS2.INI
1 file(s) 1'256'929 bytes used

Directory of C:\OS2\INSTALL

31.10.03 19.56 55'365 0 a--- OS2.INI
1 file(s) 55'365 bytes used
Total files listed:
2 file(s) 1'312'294 bytes used
946'095'104 bytes free
