I suspect nonthin happens is a misstatement on your part. I suspect you
mean install.exe starts and appears to end immediately and you don't get
any error messages.

That will never work.

Well, this is old code written when disk drivers were much smaller. I
suspect available and/or free disk space is confusing the installer. Try
again with drive with less than 2GB of free space. You may need to point
TMP and TEMP to this drive. You may also need to use 2gbfix from Hobbes
to really fool the installer.

FWIW, I find that DOS and WINOS2 VDMs need different AUTOEXEC setups to be
happy, so I make extensive use of the DOS_AUTOEXEC property.
