Big subject.

Simple answer: No. There are lots of possible techniques but each has
negatives.

Two common techniques:

-- 1. Blackhole filtering on IP address. The blackhole databases
contain errors so some good messages get flagged as bad.

-- 2. Content filtering. Maintaining the content filters is labor
intensive, and some good messages get flagged as bad.

Spam filtering should be done by the end user since users have different
requirements. (Virus filtering is different and should be done
everywhere.)
