Probably.  OS/2 Rexx comes with a socket library and I've used that  
library to write a program that talks to SMTP ("email") servers.  Also,  
there's a news server downloader on Hobbes that's written in Rexx (I  
forget its name).  
 
I don't know the SNMP handshake.  Dallas Legan gave a SCOUG presentation  
on SNMP about three years ago.  There should be an RFC on it  
(http://www.rfc-editor.org/).
