Neither.
I report some (I don't have enough hours in a day to report it all) of my spam
and I know were I am sending reports. Comcast, RR and Charter (in that order)
are the worst US networks. Earthlink was up there but suddenly there does not
seem to be any spam from them, maybe it is because they are now blocking port
25. Of the other countries China is way ahead of all the others, then Brazil,
France, and the Netherlands.
