More properly, "...one or a limited number of point sizes".  System 
Proportional has a limited range of point sizes (from 8 to 24, I think).  
System Monospace has one point size (10 point) and Warp Sans has one point 
size (9 point).

There is a lot of information coded into the outline font files.  I suspect 
that some of this relates to what the font rendering engine is allowed to do 
with regard to the size of the font to be presented.  I do know from 
experience that some outline type faces are more versatile than others.
