My first choice is a small local internet provider. That said they seem to be

I started with a small local internet provider which was bought out be a larger
company in Washington state. After the buy-out service went down hill for a
while and I almost changed providers. Now service is good and I have no
complaints except for their credit card billing which I no longer use, they
send me a bill and I now write a check. They will host your own domain name
both web site and email (I pay 19.95 for my web site and email, does not
include my DSL connection fee). Email filtering is optional. They have DSL
service (I did not use their DSL connection, I pay Verizon directly for DSL
connection only and they charge a small fee to connect). They are not on any
spam block lists.
