I suspect you mean JFS.  What I have is: 
 8-14-02  16:05         414,524          74  jfs0612.zip 
 6-04-04  12:08         183,122          78  jfs20040604.zip 
 8-13-04   9:21         183,710          78  jfs20040813.zip 
 8-25-04  11:23         184,402          78  jfs20040825.zip 
The 8/25 version, which reports build level 14.100c, installs with eCS 1.2 
In case you really mean HPFS, there was an update: 
 5-25-04  10:26          79,368          79  hpfs20040525.zip 
and I forget what it fixed. A search of comp.os.os2.bugs should find some 
hints.  eCS 1.2 installed the production 14.093 version.
