The message is misleading. It really means that the ibmlanlk files are
misplaced in config.sys and the driver can not figure out how to delete
the statements from config.sys. Just remove them by hand.

The 1.1 migration utility tended to do that. It's running into an in use
file and not failing gracefully. You might be able to figure out which
file it is by looking at the logs.
