Alas, I posted also to the eCS-Technical list, and someone offlist told me
that (and I'll leave off parts of the post that I know he wouldn't want
posted, at least without permission):

The issue with OS/2 or eCs is the total lack of not only drivers but also
the 'card management' or 'watcher' software. I think you might -
and I emphasize *might* - be able to get the drivers running under Linux.
Given the size of the development community around OS/2 and eCS, I would
be surprised to see it work :( it's far from impossible, but even on
Windows a lot of this stuff is very clunky right now - and this is their
target design platform.

On the bright side, the actual hardware isn't impossible to understand, as
the article you found indicates - basically it's a USB/PPP device in a
fancy package with an antenna :) if you could find a developer who knows
how those protocols work on OS/2, I suspect they could pull something off
similar to what happens on Linux. And certainly you don't *have* to have
the watcher software - you just need access to a Windows box to activate
the card first time around.
