I think this needs to be: 
  BASEDEV=USBSER.SYS /v /IDV:f3d /IDP:112 /TYPE:3 
A non-zero type value is required and 3 says the chipset is a MCT USB to 
RS232 converter. 
This reminds me, you owe me a copy fo config.sys and a copy of  
  dir /s \os2\boot
