Best I can tell, this has something to do with how eWP starts up on eCS
1.2. It seems that the focus is on the XCenter or somewhere else, but
definitely not on the Desktop. This conditio persists until something on
the Desktop is selected. I consider this behavior a defect, but I don't
see an XTracker item for it, so I doubt it's going to get worked on until
someone submits a bug report.
