They are not, for a number of reasons.

I would have thought this would be easier, but there seem to be issues.
If I convert to postscript using pswrite, the output is sufficiently
encoded so that it is hard to find the text to edit. You can always
extract just the text, but then you lose the formatting. There may be a
way to disable the CITTFaxDecode encoding of the text, but I don't have
time to track this down at the moment.
