These are the statements in my config.sys of eCS v1.1, I applied
the USB update from ecomstation.com sometime last year which added
a bunch of lines I don't need. Actually, I don't need any, I just
wanted to see if it works. This config does allow me to see my
son's camera.

BASEDEV=USBD.SYS
BASEDEV=USBHID.SYS
BASEDEV=USBMSD.ADD /V
REM BASEDEV=USBCDROM.ADD

In addition, in startup folder is an object for
c:\os2\boot\usbmon.exe with no parameters and called "Removable
device monitor v1.1". After that in the folder is usbmon.exe with
a parameter of 'usbprt' and the object is named "usbprt auto
monitor" (I haven't checked yet to see if my son's printer actually
works). Maybe you can achieve usb bliss by installing the updated
usb drivers from ecomstation.com (conveniently done through ecsmt
utility).
