This is to stop spam. Too many people have downloaded viruses and trojans.
The viruses try to propagate by emailing themselves to other people. The
trojans are programs that allow some hacker to take over your machine and do
most anything they want. Most of the time it appears to be a program to send
spam, the spammer sends the spam to your machine which then sends it out to a
large number of people. Blocking port 25 to any other system except their own
email server stops most of the spam.

Some ISPs will unblock you if you have a valid reason to be emailing to other
servers, they also may charge extra to allow this so it will cover the extra
cost of handling spam complaints if your system gets compromised and starts
sending spam.
