MPTS never configured IBMLAN.INI correctly, because MPTS never configured
IBMLAN.INI.
Sometimes the Peer setup utility would reconfigure correctly, but not
always.

That' does not look right.
eCS included a utility to propagate MPTS changes to IBMLAN.INI. You
should track it down. I forget the name, but someone of the eCS newgroups
is sure to know if you can't find it.
