When I clicked on the link Svobi provided, I found a page that said
Home : Projects : Operating System : FAT32.IFS
across the top.
The next line has several action choices, one of which is "Download".
I clicked that, and found a page that has the same first two lines,
followed by a box with the title:
FAT32 IFS version 0.9.10 (WarpIN Format)
I clicked on that title line, and downloaded a file named f32_0910.wpi.
(I think this may be the part that mixed you up; I didn't recognize at
first that the download would occur if I clicked on the title line.)
Note that within the box, there is an instruction to get the latest
WarpIN version, and a link to it. I downloaded that, too.
