"Verizon problem" -- you mean Verizon is telling other ISPs not to
accept email from Verizon addresses? I'm not going through the Verizon
mail server; I'm running SendMail and sending directly to Tom's account.

It's likely that Tom's ISP is simply blocking some or all of Verizon's
IP addresses. Until his ISP stops doing that, we can use this list.
