OK so here is the fix.
There is a file called sversion.ini:
c:\documents and settings\jasmine\application data\sversion.ini
This was a 0-byte file in jasmine's (user's) folder
Attempting to execute oowriter.exe failed with error message "The
application cannot be started. The configuration file [as above]
does not support the current version"
I copied over the 59-byte file from the corresponding \administrator\ folder and now
it works for jasmine (restricted user)
I will don't know why this happened, whether an OO install error or
whether I am just ignorant about permissions in W2K. This furnished
FYI and with no liability :)
