It can, but it can also mean a software problem. OS2DASD is one layer
removed from the hardware. On eCS, the typical layering is
HPFS.IFS
OS2LVM.DMD
OS2DASD.DMD
DANIS506.ADD
OS2DASD is supposed to be capable to reflecting errors back to the caller,
but it's difficult to handle every possible failure mode.
You should post the entire trap screen. The trap code alone is rarely
useful. If you can figure out the build level of OS2DASD.DMD that would
be helpful.
Can you boot the Install CD?
Have you run dfsee t check the volume integrity?
