I like INITOR:

ftp://hobbes.nmsu.edu/pub/os2/apps/editors/initor25.zip

or go to

http://hobbes.nmsu.edu/pub/os2/apps/editors/

and click on initor25.zip.

The program is real simple. By default it opens OS2.INI, so then just
scroll down to and click on the Mozilla entry.
