Oops, my faux paus, I didn't mean startup.cmd or the Startup folder,
some of my startup (especially all TCP/IP stuff) is embedded in my
config.sys (you _know_ I do things differently). Thanks.

Hmm, I had tested and it didn't work. But I only allowed write access
-- your suggestion below to also allow read access then allows a user to
create subdirectories.

SUCCESS, allowing read access then allows a user to create directories.

Tested. FTPD doesn't care. "rd: H:\WebSpace\MusFC" and "rd:
H:\WebSpace\musFC" are both acceptable. "cd IMG" and "cd img" are both
acceptable.
