I'm not sure. If I understand what I was told
correctly, our own CDRECORD or DVDDAO programs -- or
at least the GUI front end for them, which apparently
has to be downloaded and installed separately -- is
*so far* geared to data DVDs, rather than the
multimedia variety. If that's true, I suppose it
could handle this job . . . but I haven't done
anything with the program as yet, so can't advise you
on the particulars.

On the Dark Side, there are quite a few tools, some of
them even free. I suggest you spend some time (it
won't be a quick visit) browsing through the Tools
section at Videohelp.Com, a fantastic resource for all
things DVD. The tools are organized by category.
There are also extensive Help Forums, on many topics.

As to non-free copy programs, Nero can definitely
duplicate DVDs *it considers to be* non-copyrighted.
(Sometimes it judges these things wrong.) On our
platform, RSJ from ver. 5.05 on can work with DVDs --
but I know you're not an RSJ user.
