That just makes the largish number a larger largish number.

FWIW, don't confuse your download time with the how busy the site might
be. There are per user bandwidth limits, which depend on how nice the
user is perceived to be. ISTR the limit is 40KBytes/sec for reasonably
nice folks.

You have the blind men trying to describe an elephant problem. You don't
have sufficient visibility to what's going on to make a valid judgement.
