About two years ago, I assembled a Soyo KT600 Dragon Plus "barebones" system
from TigerDirect. I've been using AMD processors for a number of years, and
the Dragon is no exception in this regard: Athalon (Barton core, I think)
running at 1.1Ghz. The processor has never even threatened to run "hot".
Today's numbers are:

External temp: 93 degrees
On-Die temp: 107 degrees

These numbers are typical. The chip may sometimes run a degree or two warmer
duiring the middle of the summer, but these temps are at around 50% of the
danger temp for this chip.

If you want any of the additional details on the system, or my experiences in
this project, let me know and I'll provide it off-line.
