Tom, Do you have two Locales?  Are both of them set to show a 24 hour clock?
 
 
I only have one Locale defined, and I did what you did, except that I  used the Action pull down to select "Mark as Default".  My clock shows
 in the 24 hour style.  I also have my date set to YYYY/MM/DD.
