It's possible that part of what you were thinking of in your original post had to do with news stories --
 from a year or so back -- about a "next-Gen" Net being
 developed and partially demoed at a few universities.
 I think the main point of this was an attempt to
 drastically improve speeds (for things like real-time
 video) and capacity.
