eCS/OS2 is easy.

You forgot to take the working directory into account. The default
WarpVision install assumes wvision.exe will be run with WarpVision install
directory as the current directory.
There are lots of ways to solve this problem. You have to choose which is
best for your needs.
You can you Rich Walsh's Run!.
You can move the gcc*dll and lib*.dll DLLs required by WarpVision to
directory already in LIBPATH.
You can add the Warpvision application directory to LIBPATH so that
vwision.exe can find the required lib*.dll and gcc*.dll DLLs.
I use the first method. I have not tested the other methods, but
hopefully WarpVision will be smart enough to find the plugins
subdirectory.
Finally, it's possible you have the wrong object associated wth WIn
Movies. You need to associate them with a Program Reference object and
not the wvision.exe Program File object.
