The probability that this is a config.sys problem is near 0. Consider
that by the time you have gotten to the point where the pmshell starts the
WPS, the entire config.sys has been read and processed.

More likely the WPS INIs have gotten corrupted. Have you tried restoring
from a Unimaint backup?

There's a small probability that you have some sort of disk corruption
that chkdsk can not find, but, if so, finding it and repairing, is
non-trivial.
