Got it. 
OK -- changing to Primary Codepage prevents the browser from opening at 
all. Changing back to secondary codepage, I can again open the browser.

I don't see anything in the docs about "minimal." I am using the script I 
got from you: 
seamonkey!2l.exe %1 %2 %3 %4 %5 %6 %7 %8 %9 
Do you recommend I change that?
