My Dell has no SCSI capability, but it does use two SATA drives. 
I have 
BASEDEV=DANIS506.ADD /VL 
and 
BASEDEV=DANIATAP.FLT /RSJ 
in CONFIG.SYS on that PC. 
The /VL (verbose-less) provides information at startup time about the  
drive(s) that were detected.  /WL would pause the screen, so that you  
could copy down what is shown there. 
Be sure and read the DANIS506.DOC file.  It will tell you how to get  
help from Daniela Engert if you are really stuck! 
Finally, in the BIOS, I can set drives "Off" or "On"; naturally, I have  
the two drives that I use set "On".  I don't know what your BIOS allows  
/ requires, of course.
