Colin is correct. This is where the browser is picking up the codepage to
use. Your's is not incorrect, but it is somewhat reversed for current
usage. Try using

CODEPAGE=850,437

and see if you can start Seamonkey without the 2 parameter.

FWIW, this statement establishes the primary and secondary code page used
by command line applications. GUI apps usually use the primary codepage
by default, but, if properly code, they can use any code page and the code
page can be changed on the fly. This is not the case for command line
apps.

Another FWIW, you are running on eastern time. You might want to change
your TZ setting to

TZ=PST8PDT.
