I'm not reading this quite the same way. It key is that 128.049.016.007
is not a valid name server. If it was

nslookup www.earthlink.net 128.049.016.007

would work and it does not.

What should jump out at you is the huge delta times. They are an
indication of timeouts. FWIW, the numbers are so big, I almost suspect a
problem with the ipformat Sandy is using.

To find out what name server Sandy's ISP thinks he should be using, we do

[j:\tmp]nslookup -type=ns sdsu.edu
Server: rns2.earthlink.net
Address: 207.217.77.82

Non-authoritative answer:
sdsu.edu nameserver = ns1.ucsd.edu
sdsu.edu nameserver = sdsu.edu

Authoritative answers can be found from:
ns1.ucsd.edu internet address = 128.54.16.2

Plugging this in, we get

[j:\tmp]nslookup www.earthlink.net 128.54.16.2
Server: ns1.ucsd.edu
Address: 128.54.16.2

Non-authoritative answer:
Name: www.earthlink.net
Address: 207.217.125.95

This says that Sandy needs to replace the broken name sever entry in the
TCP/IP configuration with this IP address.

He should also check the hosts table and make sure it does not contain any
bogus entries.

It will be interesting to know where 128.049.016.007 is coming from.

Oh. That's our friend Firefox or equivalent talking to itself. It's
normal and chatty. It's so chatty that I've got an editor script that
deletes these from the ipformat output.
