You are misreading the documentation which says 
     - supposed to work with drive capacities up to 2 TiB (OS/2 ADD 
limit), 
       tested with drives up to 2 TiB now 
THe 2TiB limit applies to drives not file systems.  Each file system has 
it's own set of limits. 
FWIW, there has been some discussion that the true limit for eCS/OS2 is 
512GiB per drive.  This would a limit imposed by the DMD layer.
