How would I know? I don't run Windows. Probably buried in the Control
Panel or System Utilities or something like that. Try F1 for help.

Do you mean a local copy? Are the partitions on the same physical drive.
Use dfsee's non-destructive read test to determine what the best case read
rate is.
If you are testing partitions that are not near each other, the seek time
might be dominating, especially if the copy tool uses inefficient
buffering algorithms.
