This means

5652 - ERROR_FILE_FORMAT_INCORRECT
File format incorrect.

I have to suspect that makdefv is not really doing what it should. Pmview
would not generate this error message. What happens if you use RMB->Open
and explicitly select PMView from the listed applications?
