OK, if you wan to fix this permanently, get assoed21.zip from Hobbes:

ftp://hobbes.nmsu.edu/pub/os2/util/system/assoed21.zip

When you run assoedit, there are 2 options under the Associations menu,
Associations by Type and by Filter.
You need to use BOTH of those options to ensure that .JPG and .JPEG
files are associated ONLY with PMView.
