There is no way you can say this without some analysis. What does pstat
say? Exit list functions will run when the applicaiton is exiting, unless
bypassed, anytime an application process is ending, including after an
exception. It is the responsibility of the exit list routine to protect
itself against hangs.

I assume you are talking about when working from the command line. I tend
to use Paul's pkill for this. If I need a more flexible app, I use emx
kill. If I just want to close a pm app normally, I use ClosePMApp. There
are a number of kill methods with differing tradeoffs. See the CP Guide
and Ref for the gory details.
