Keep in mind that when you open an object from the Desktop, you are always
opening another program to process the object. The program can be a
regular executable, like pmview, or a WPS class, like Chris W's multimedia
classes.
What get used for a particular object is under your control. You need to
do as Harry recommended and use the Association Editor to figure out what
you have told the WPS to use to open JPGs and make any adjustments that
are needed.
FWIW, pmview comes with an install option to make it the default viewer
for JPGs and other image types.
