I invite my programmer friends to explain the problems created by and
the fixes for the newly changed start and stop dates for Daylight
Savings Time. I will state what I believe is true.
The bios keeps track of date and time. These settings can be changed by
command line functions (date, time). When the OS calls into a government
clock, it probably gets the time as GMT. The OS translates the time from
GMT into the local time as set in SET TZ= in config.sys. Even if we
manually change to DST at the new start date, during the next three
weeks (until we reach the old start date), whenever the time is checked
from a government clock, the OS will change it back to standard time.
If what I have stated is correct, or near correct, it seems that we
could solve the entire problem by changing the SET TZ= statement. If so,
please someone, tell me what to set it to (for PDT).
