Hmmm. Think about it. You are allowing the public to download your
website contents via HTTP. How does uploading by secure FTP protect
anything.

Now, there are cases where you want to control who can access parts of
your site. This is handled by authentication and, if appropriate https
connections. These are all functions performed by the web server.
