I use something a bit simpler

cdd d:\Internet\Apache22\bin
httpd %$ -d..

For brain-dead.exe (i.e. cmd.exe) this translates to

d:
cd \Internet\Apache22\bin
httpd %1 %2 %3 %4 $5 $6 $7 %8 %9 -d..

>cannot find the file
> specified. (F:\\APACHE2\\MODULES\\MOD_AUTHN_FILE.SO)
>[F:\apache2]

For those that are wondering why this happened, the distributed .conf
files are for Linux for all the obvious reasons.

You found the pre-configured versions.

This is fine. You have a httpd server that is running.
