Don't believe everything you read.

OK. The rest of the non-dos world keeps their interal clocks set to GMT
and that's what the time servers provide.

What are you talking about? The eCS Clock certainly does modify
config.sys. Try it. The correct question is if it has been updated to
correctly support the change in the rules. This is a question for the eCS
support lists.
