Parameter 2 through 5 are for going onto daylight time and parameters 6 to 9
are going back to standard time. Parameter 10 is the change between standard
time and daylight time. So my understanding of it is in the spring we go from
1am to 2am at 1am, which is why I think p5 should be 3600. In the fall at 2am
we go back to 1am and repeat the 1 o'clock hour again, hence 7200.
