This says do not autocheck any HPFS volumes at startup. This is obviously
going to be faster than check HPFS volumes at startup. Of course, if you
have a dirty shutdown, you will need to run chkdsk some other way.

This says autocheck all HPFS volumes at startup. For clean volumes, this
should not take all that long. However your settings are not terribly
optimal, so that coupled with the apparent hardware issues on the box we
were working on will make the autochecks much slower than they would be
otherwise.

FWIW, I only autocheck the drives that are required for driver and daemon
loading. On this box, it's

IFS=F:\OS2\HPFS.IFS /CACHE:2048 /CRECL:64 /AUTOCHECK:EF

F: is the boot volume and E: is TMP space. On this box, I check the other
volumes with

CALL=F:\OS2\CHKDSK.COM D: /C
CALL=F:\OS2\CHKDSK.COM J: /C

These chkdsks run after the kernel is fully initialized and the drivers
are running in optimal modes. This method has be benefit of avoiding the
need for the chkdsk.sys driver for reasonably sized boot volumes.

For those that have been dwelling out of th light, the config.sys
documentation project

can answer a large number of your questions on config.sys setup and
tuning.

Did you check the voltage under load and somewhere on the MB rather than
at the PS connector?
