IRQ assignments for legacy ISA devices are under the control of the BIOS.
This is where I would be looking.

You might need to clear the ESCD data. You also might need to do a full
hardware detection to get eCS/OS2 to see the change.

If you continue to have rat problems, you might want to try amouse..
