Not quite. It really depends on the mail server and the mailing list
software. In the case of what the SCOUG server uses, Steward, the
mailing list software, replaces the Date header when sending the post to
the list members. The original date is retained in the X-Olddate header.

To find out where the delays really occurred, you need to look at the
Received headers.
